In the car, pulleys and belts have two uses; to transfer power from one shaft to another, or to increase or reduce torque or speed. If the torque is all you need, then two pulleys of the different pitch diameters will do the trick. In other hand, if the transfer of power is the aim, then two pulleys of the same diameter will do.
